Dear Anon,
In my opinion, no, halogen lamps are not considered bad. ONly that it has a higher concentration of lighting even if it gives off heat.
Many Feng Shui practioners believe that lighting whether it is from a light bulb or halogen lamp is still considered light. To many artificial light is another source of beneficial Qi.
Furthermore, there is no impact from its shape because it is small.
