To clarify, I hope I get you correctly. Do you mean to say that there is a window at the 2nd storey landing?
Often, this is acceptable (in terms of bringing in or filtering) in light into the area.
Usually, if there is a window, often, up to waist height should be fixed / permanent and either a casement or swing up window is acceptable. If the window is not fixed below; it may be a safety issue for young children.
Personally, I do not see this as an issue; if what you mentioned seems that way.

If the mirror is quite a distance away; often this is not an issue. By any chance do you have pointed gate or any objects pointed towards the neighbours? Yes/No?
Often, as mentioned above; if your gate is pointed or has a pointed arrow on it; and if your neighbour places a mirror to reflect this back to you home than - this is technically a Sha Qi or poison arrow -- aimed back towards your home.
But if the mirror was/is innocently placed to reflect back e.g. a neutral image, then this is ok.
