Dear Anon,
1. Often, this has more to do with psychology (or beliefs) then Feng Shui.
2. For example, many of us, cannot stand the sight of blood or `cruelty'. In nature, fishes, often caught live fishes and eat them.
3. Other than the above, or for the person who feeds the fish, if one is conscious of such activity, then, one may feel unease.
4. This category of activity should be classified more of a `Ren cai'(human / man luck activity).
5. Often we have `dealings' and communication with our loved ones, friends and at work.
5. We can draw a parallel to what you had mentioned to (extreme cases). Often, we hear that a criminal e.g. one that had taken someone else life. Sometimes, we hear that this person, had taken to the `cloth' or came closer to god e.g. became a christian.
6. Similarly, someone who had fed live fishes this way may one day, decide, that since visibly, he / she sees insects or smaller fishes eaten alive, could perhaps cannot stomach this any more. While others, do not even give a second thought about feeding their fish this way.
7. Hmmm... good or bad, therefore depends how each of us see it under our own light.
