Dear Anon,
Based on Shapes and Form Feng Shui, it is best to place the fountain either within or at the balcony area (of the frontage).
In Flying Star Feng Shui, we usually use it to locate the water stars e.g. #1's + #7's. However, if we are not using Flying Star but basing more on `intuition' then:
1. As mentioned earlier, if you balcony `has an opening' the fountain can be located at usually the `east' side or when one is facing or looking out of the balcony, try to locate it a the `east' side wall or open space.
2. Besides the balcony, and if you have an alternative `large frontage' especially if you house is rectangular in shape, the fountain can be located again at the `east' side of that wall or open space.
3. Ideally, based on the Shapes and Form, it should be located eitehr within the balcony or at the balcony.
